where is this coin from?

i found a silver coin about the size of a canadian/american dime. i believe its middle eastern according to the writing style. it has what looks like a 1 in the middle of the reverse (though i also looks like a fang). its dated 1964. on the obverse its surrounded in writing. in the centre there's a crescent moon with a 5 pointed star in the opening. it's topped by two diagonal mirrored flags with the same moon/star combo on them. in the centre of the flag poles there is what looks to be a hand with the thumb and pinky fingers curved outwards. circling the centre are plant fronds kind of like Cesar's crown but its a different one on either side. if anyone can tell me where its from i'd be grateful.
